Job Objective
The Procurement Manager will partner with the Senior Procurement Advisor to manage procurement operations across multiple Pathfinder International projects. This role is critical in implementing procurement policies and procedures, ensuring compliance with donor regulations, maximizing value for money, and strengthening the capacity of procurement staff across Pathfinder country offices.
Key Responsibilities
Procurement of Goods and Services
- Purchase goods and services while reviewing requisitions for accuracy and compliance.
- Solicit competitive pricing, negotiate with vendors, and recommend purchase orders or long-term agreements.
- Review and oversee existing office supply contracts and bidding processes.
- Manage supplier performance, resolve issues, and ensure timely payments.
- Oversee contract management and purchase order creation.
Multi-Country Procurement Projects
- Lead procurement efforts for multi-country programs and countries without established offices.
Training & Capacity Building
- Provide onboarding, training, and mentorship for country procurement staff.
- Identify knowledge gaps and improve understanding of procurement policies, compliance, and internal controls.
- Facilitate regular staff meetings to share lessons learned and address challenges.
Compliance & Monitoring
- Conduct spot checks on procurement files and report compliance gaps.
- Promote effective use of Pathfinder’s procurement systems and tools.
- Prepare compliance reports and mitigation strategies in collaboration with the Director of Operations.
- Support procurement audits and donor reporting.
Management & Support
- Lead and contribute to cross-functional project teams.
- Support operational planning, training, and standards assurance.
- Continuously improve procurement processes, templates, and policies.
Requirements
Minimum Qualifications
- Bachelor’s degree in Procurement, Logistics & Supply Chain Management, Business Administration, or related field.
- At least 5 years’ professional experience in procurement management.
- Strong negotiation and problem-solving skills.
- Ability to manage end-to-end procurement processes.
Preferred Qualifications
- Master’s degree in Procurement, Logistics, Supply Chain Management, or Business Administration.
- 3–5 years’ experience in international nonprofit organizations.
- Proven track record working with USAID-funded grants and foundation-funded projects.
